In the meantime, the tax authority could increase the annual gift tax exemption limit of only 1.1 million JPY--especially considering the recent devaluation of the value of the yen. Agree?

As you note, the political courage required would be heroic and probably unprecedented in post-war Japan, and getting it to work efficiently might take a generation, but I applaud your vision.
I think your proposal makes a lot of sense. A big question, however, how we can implement this scheme without the bureaucracy of screening the projects. Generally speaking, the politician-led projects yield low returns, if not negative (e.g. 第三セクター).
